In a bowl, add the cooked rice and oil. If the rice is clumped together, use your fingers or a spoon to separate them, and mix carefully to ensure the rice is coated in the oil.
On a large baking tray lined with foil, spread the rice in an even layer in the center. Put in the oven, and bake for 5 minutes.
Arrange the capsicum and pineapple in an even layer on the rice and bake for 7-10 minutes.
Take the baking tray out, arrange the prawns on top of the capsicum and pineapple, place back in the oven for no more than 6-7 minutes. Check the prawns, and put it back in the oven for 1-2 minutes if they look undercooked.
While the prawns are cooking, add the soy sauce, sugar, and vinegar in a bowl. Whisk together, and microwave for 1 minute. Take it out and whisk again till the sugar dissolves completely.
Pour the sauce over the prawns, capsicum, pineapple, and rice, and toss gently to coat. Sprinkle pepper and cilantro and serve hot.
